FCTA to Begin Enforcement on Ground Rent, Land Use Conversion Fees, R-of-O and C-of-O Defaulters Next Week


The Federal Capital Territory Administration (FCTA) has announced that it will begin enforcement actions next week Wednesday, November 26, 2025, targeting individuals and organisations who have defaulted on the payment of Ground Rent, Land Use Change/Conversion fees, as well as Right of Occupancy (R-of-O) and Certificate of Occupancy (C-of-O) bills.

The announcement was made in a statement issued on Thursday, November 20, by the Senior Special Assistant on Public Communications and Social Media to the FCT Minister, Lere Olayinka.

It will be recalled that on May 26, 2025, following President Bola Ahmed Tinubu’s intervention, the FCT Minister, Barrister Nyesom Ezenwo Wike, granted a 14-day grace period for defaulters to settle their outstanding ground rent along with the applicable penalties.

Further notices were published on September 8, 9, and 10, 2025, in several national newspapers and online platforms regarding the reviewed Land Use/Purpose Clause for properties within the FCT. These publications gave a 30-day deadline for payment of the ₦5 million penalty for violations and other fees associated with land use change or conversion.

Another public notice was subsequently issued—across print, online, television, and radio—granting a final 14-day grace period for defaulters in Asokoro, Maitama, Garki, and Wuse districts to comply with the terms and conditions governing approval for land use change and conversion.

According to Olayinka, the 14-day grace period for Ground Rent payment expired on June 9, 2025—over five months ago—while the extended deadline for land use/purpose clause compliance will lapse on Monday, November 24, 2025.

“Therefore, beginning Wednesday, November 26, 2025, the FCTA will commence enforcement actions against defaulters of Ground Rent, Land Use Change/Conversion fees, and unpaid R-of-O and C-of-O bills. Enforcement will also cover individuals who purchased properties but have failed to register their interests by obtaining the required Minister’s Consent and registering their Deeds of Assignment,” he stated.
